In the 1930s, Italy and Germany resorted to acts of aggression similar to those of Japan in Asia. Throughout the decade, none of the Leagues nor the Democratic nations succeeded in stopping the aggression. the League of Nations weakened, and never recovered from Americas refusal to join in it. The league of Nations had no real power to enforce its decrees. When aggressive nations began to test the League, they discovered that the organization was long on words and short on their actions.
